Over the past hundred years, the world has been experiencing climate change, characterised by global warming, due to the combined effects of human activities and natural factors. The international community has become increasingly aware of the serious threats and challenges posed by climate change to the survival and development of mankind today and in the future, and it has become a global consensus to take active measures to address climate change. Mitigation and adaptation are the two main strategies to address climate change, and they are mutually reinforcing.
This white paper puts forward the guiding ideology, basic principles and main objectives of China’s climate change adaptation work in the new era on the basis of an in-depth assessment of the risks of climate change impacts and the effectiveness and challenges and opportunities of climate change adaptation work, and further clarifies the key areas, regional patterns and safeguards of China’s climate change adaptation work based on the exposure and vulnerability of various fields and regions to the adverse impacts and risks of climate change. Based on the exposure and vulnerability of various fields and regions to the adverse impacts and risks of climate change, the key areas, regional patterns and safeguards for China’s climate change adaptation work are further defined. This strategy will be implemented until 2035, and will be adjusted in accordance with changes in the situation and work needs.
